starting point the pre-war cost of the 1941 science building and made provision for an average increase of 75% over

re-war costs in the period during, which the building programme e be expected to be carried out (namely, between the third, and tenth year after the reopening of the University). We have to account the needs for additional Science laboratories, now Medical buildings, further Students' Hostels, etc., and the special problems raised by the nature of the site. The Committee came to the conclud that, for a

Le plan that would ultimately provide fully twice the pre-war teaching and residential accommodation, a sum of £600,000 would probably be needed. This sum could be regarded as a pool to be drawn on over a period of about 7 years to meet firm estimates as they became available.

We The Committee based its estimates of the cost of providing equipment for the laboratories on the UNESCO inventories for the re-equipment of laboratories in devastated areas. On this judged that the following capital expenditure would be required: Belove

The libraries escapod the hands of the looters, and it did not seem that there was need to make provision of a capital sum for replacement or special expansion.

Chairs in Medicine, Surgery and Gynaecology at the University are already partially endowed by the Rockefeller Foundation. We The Committec noted that the Irvine Committec made detailed recommendations for the endowment of certain basic chairs in the West Indies University Collogo, to protect the Wigh College against sudden fluctuations in colonial resources, and oduxalon that the Asquith Commission in addition to endorsing these

the

recommendations, advocated an endowment policy in general in order to give stability to the finances and staffing of colonial Colour's

Universities. In view of the special position and purposes of the future University in Hong Kong, the Committee strongly favour the extension of the same principle to Hong Kong and recommend the endowment of the following seven basic chairs;· English, Chinese, Mathematics, Chemistry, Physics, Social Science, and Physiology. This would involvo a capital expenditure of £350,000.
